When you fail to let people achieve on their own merit and actions you consign them to inferiority.
The government fully expects minorities (and women) to fail at business. Leaving white small businesses out of gov assistance programs means less competition for corporations, and denying assistance to white farmers will allow corporations to buy up the land for cheap. Then the corporations will wait until the minority businesses and farmers fail and do the same thing.
