Romani are the people of Romania, I assume you mean the gypsies. They got their name changed similar with the country of Romania because EU wanted to help assimilate them. It is a fairly recent change. There are a lot of Romanians that hated that name change.

Us is way ahead with black people in society then Romania for instance, but there is a good reason for it. Black people are a big demographic in US but gypsis make a small demographic (less then 4%) so there is less political desire to get their vote. Also Romanians are poor as fuck with a third of the country not having indoor toilets. Try telling a Romanian that you have to pay more taxes and accept positive discrimination for the people that beat up your kids, mug you and make you fear for your life while you can't afford basic needs.

Yes - on the actual Romanian people, I've seen a fair bit of racism from oh-so-enlightened Western Europeans toward them and other Eastern Europeans as well. Usually it's more condescending and less visceral than the hatred they have for gypsies, more in the 'ugh why can't you pick up our superior values & drop your old ethnic grudges and superstitions now that you've come here to steal our jobs' vein than the 'please report to your nearest death camp with your entire extended family' one, but I've seen it get there a lot more often recently.
