During our primary I kept getting these campaign ad cards in the mail attacking a local republican running for the state legislature, and it went on talking about how he'd show up armed at protests to "intimidate local activists fighting for racial justice" or some bullshit.
It was one of the very few campaign ads I'd ever seen that was actually effective, but not in the way the person who made it wanted it to be I'm sure.
I won't Fedpost here, but suffice to say I'd vote for someone to do a lot more than "stamp the boot down" on the "peaceful" protesters; and I don't feel a tinge of guilt for thinking that.
We are where we are because we were unwilling to make slight course corrections when that was all that would have been necessary to prevent us from hitting the iceberg. Now that it's directly in front of us the options left to us are more extreme. We have nothing but our own inaction to blame for it.

This is a letter sent from her campaign office. If it was sent on official government letterhead from her federally funded office, that would be a violation of campaign finance laws.

Yeah I figured you weren't an American, all good for the misunderstanding. However she is not a bureaucrat. Her role, like all other elected members office, is political. She's effectively hired for the job based on her political values.
Legislators do have to be cautious in how and when they engage in campaign activities. If she or her staff were to solicit campaign contributions using a government phone line, official government email, or even sitting at her desk in her government office in DC, those are all violations and her campaign would be fined by the Federal Election Commission. So, like all politicians, she has a separate campaign office, funded by private contributions.
Campaigning feels distasteful but it's essential to our entire political system.
