This is actually a simple solve. Bring back plantations.
Drop age of school graduation to 15 for any non gifted students. Lower age of legal labor to 15. Fuck it while we're at it lower tobacco age to 15 as well, they already smoke anyway so who cares.
Most people are unsuited for any education beyond basic literacy and math. Treat them accordingly, and let them get a headstart in the job market instead.
Added bonus of massively lowering college tuition now that we wouldn't have to treat it like Highschool+ for people who have no business being there.
I've lived in farm country. They have more kids than jobs.

Is the overton window ready to acknowledge that adolescence is a psy-op introduced to certain cultures while the rest of the world still observes rites of passage between childhood and adulthood that serve has hard demarcation points to indicate when a person is supposed to take responsibility for their actions?
Because the powers in charge want to keep pushing policies that encourage arrested development. This is why leftist protesters look and act like they do. This is why the boomers refuse to hand the reins of power over to gen-X and the millenials. This is why it became common vernacular to refer to college age adults as "kids".

The point is to ensure that they don't drag down the useful people, and actually contribute instead of being lifelong parasites.
I think it's the bankers that are the enemy not my fellow citizens. In any case I don't think managing my fellow citizens lives for them is any sort of path towards success.
If you're "useful" and you feel "dragged down" by these people you should maybe reconsider the values that led you to believe you were "useful" in the first place.

And your second paragraph is just doggerel. The majority of the nation does not pay taxes, and a plurality of that are net recipients of welfare for their entire lives. They are literally parasites.
But not for long. Welfare states inevitably collapse, it's a law of nature.
