Appropo for the FIFA thread where apparently my assertion that government busybodies would put a stop to people trying to make a positive change with a fury they'd never show vandals defied belief.
Iirc, supposedly the volunteers were going a bit further than just cleaning up litter. As in, actually taking a backhoe to the river bed itself or something.
Still wouldn't put it past the the UK government at any level to pull this in response to any basic community cleanup though.
They dredged the silt on the bottom of the river to extract buried garbage.
I cannot imagine a scenario where disturbed silt is worse then toxic runoff from decaying illegally dumped garbage, but I'm sure some moron can tell us about a species of tiny fish that'll be negatively impacted.
I've for some reason have become attached to videos of lawn maintenance, and every so often cops show up to stop the maintenance. I don't know how true this is but apparently sometimes the local government will cite someone for a fucked up yard, will give them a time frame to fix it. Then they will send cops to stop anyone who tries to improve the lawn before the deadline is reached. Because then they get to not only get to issue a fine, but they always use their own lawn maintenance people..
This happened to me, got a verbal warning from my town for cutting my elderly neighbors lawn after they cited her for it. Forget all the broken parks and overgrown easements can't upcharge for those.
Found a blog entry about their efforts, from before the anarcho-tyrants got involved. I used to pass that stretch of river a lot. It flows through a nasty grey and brown(-skinned) part of East London, but is right at the extremity of one of the green tendrils of nature reaching down into London from Essex, right by Wanstead Flats, Wanstead park, City of London Cemetery (very expansive, green and well manicured) and Ilford Golf Course.
In other words it's a small pocket which has resisted some of the ugliness of its surroundings. I'm honestly surprised there are still white people around in the area to want to try and clean it up. Small wonder the anti-white apparatchiks are taking offence: this resembles something too much like morale.
EDIT: Here's another guy enthusiastic about local history walking the area. He even bumps into 2 ladies picking up litter by the Aldersbrook - must be the community group in question. The section at the end of the vid shows you the area of London it all backs onto.
The problem is they're working hard to turn the country into India and these uppity whites are getting in the way.
You can't just pick up trash on your own for free. The government has to award a no-bid contract to a company owned by one of their political donors.
Really mastering the art of anarchy-tyranny with an extra bit of bureaucratic stupidity.

There's been many examples of people simply cleaning up trash "without permission" with actual charges sometimes following. UK & USA both.

They had the loicense. Unfortunately they forgot to get the loicense for the loicense, which is just as critical.
