Kdenlive is free and good enough for basic tasks
Second that. Ive had good luck with it.
I used shotcut for my work injury video thing.
Its nothing fancy but it does do its job and its open sourced.
Not that it matters, those videos have 0 views which is really strange to me because ive watched them a few times, and i know my family has too.

high seas copy of MovaviVideoSuitePortable. no install needed. has all the basic crap.
also use https://www.freevideocompressor.com
free tool that includes super basic clip/scale functions. mostly use it to compress 20% and clip.

I'm pretty retarded and i've tried a bunch of video editing software for more difficult tasks. I borrowed davinci resolve from the internets and it's fairly easy to get into although the interface is confusing at first. I've also tried a bunch of smaller/simpler ones but they usually have a pretty poor interface so the simplicity has a price.
I've long used OpenShot, which is simpler than the already-mentioned Shotcut for beginners.
