You're off by several orders of magnitude.
Canada's population being 40 million, this number is 1/400 of that, so 0.25%.
For perspective, that's 20% of the foreign nationals imported each year.
It was 1 million per year under Trudeau, for 5 years. Carney "lowered it" to 500K but has also opened new "paths to citizenship" which keep the doors open to more.
Half a million people a year? That's half the population in 40 years.
