Where I live it's nearly all White volonteers and donnors for charities such as Christmas gifts for ''poor children'' and nearly every single reciever is non-White.

In some countries their reward is being genocided or having most of their rights and property taken away. And then when everything goes to hell, it's all "white devils pls come back and fix our water." If they do, the cycle repeats itself.
Here too. There's so real, abject poverty in the city, but the Tribes they belong to don't give a shit. They skim the gov't money through graft & corruption and make sure they stay in the city. Because if they came back to the Rez they may have to actually do something!
For example: A $200K per year, 2-year project employed 4-5 people (friends and relatives of the Chief & Council, of course!) in the city. And helped... 3 people in 2 years. They ran it off "free gov't money" which was grants on top of the normal flow of "free money".
Their report said: we need more money to make it bigger & advertise more!
