Here too. There's so real, abject poverty in the city, but the Tribes they belong to don't give a shit. They skim the gov't money through graft & corruption and make sure they stay in the city. Because if they came back to the Rez they may have to actually do something!
For example: A $200K per year, 2-year project employed 4-5 people (friends and relatives of the Chief & Council, of course!) in the city. And helped... 3 people in 2 years. They ran it off "free gov't money" which was grants on top of the normal flow of "free money".
Their report said: we need more money to make it bigger & advertise more!
In a rare moment of sanity? The Feds turned them down.
