trading cards aren’t considered gambling because:
there is a guaranteed payout (you bought “a pack of cards” and you got “a pack of cards”). The exact same scenario applies to loot boxes
alternative value/functional use (you can play Pokémon with your Pokémon cards as opposed to just reselling them). The exact same scenario applies to loot boxes/skins
no cash payouts. All “cash value” resides in the secondary market. Again, the EXACT SAME SCENARIO APPLIES TO LOOTBOXES.
