Listen, unless you have been around Muslims, you would not understand the bizarre cleaning habits where they effectively pantomime cleaning for religious purposes, but actually make everything dirtier. They're not cleaning, they're checking a box for religious obligations.
They will wash their feet. To you that means like how you would wash your feet. You would put your foot in the sink, wash it with soap and water, dry it off, put on a new set of socks, and be on your marry way. It sounds cumbersome, but doable. You will try not to make a mess.
This is NOT how they wash their feet. They will not use soap. They will literally take their sandals off, and place it on top of the counter where the sink is. They will cant their heel over their knee, cup water in their hands, and then splash water onto their feet, getting water and dirt all over the floor. They will do this several (probably 5) times. Then do the same thing on the other foot. If you're really unlucky, they'll also do the same thing to their fucking sandals. I shit you not, well over a galloon of water, dirt, and feet grime splashed across the entire god damned floor.
Seriously, take off your socks, shoes, and just poor 2 gallons of water on your feet on the floor of the bathroom. Congratulations, that's what it's like when one Muslim washes their feet. Now imagine what it's like with 5, 10, or 30. If there's too many, they'll just start washing their feet on the counter. And god fucking help you if they run out of counter space, because they they are going to scoop water out of the toilet and splash it onto the floor. No, they are not going to wash their feet in the toilet, they are going to wash their feet on the floor with toilet water.
I want to be clear about this: nothing is actually being cleaned. No soap is being used. They are just splashing their feet with water. So if you have 30 authentic, non-western, Muslims in a western bathroom, the floor, and most of the walls will be completely soaked with water, dirt, mud, and body soil... and their feet still won't be cleaned.
Now, why don't they want to use the maintenance closet?
Because the maintenance closet is dirty. You can't clean yourself in a place that's dirty! That would be sacrilegious! Ignore the part where they've made a catastrophic mess where they WERE washing their feet. You clean things in the maintenance closet, therefore the maintenance closet is bad to clean in, even though it has a basin for cleaning things close to the ground. They have to use the sink, because the sink is where you wash clean things.
AND HERE'S THE BEST PART: Why are you assuming they would clean their feet in the basin?!! You know what they are going to do? They're going to do the same thing they do to the sink. They are going to cup water in their hands from the basin, and splash it onto their feet, on the floor.

This is accurate. Source - lived among them. Never seen a bathroom as filthy as there.
