There needs to be a federal law that the state with the highest number and the state with the highest per capita number of out of state traffic fatalities can no longer use their CDLs out of state.

That would keep California from handing out licenses to frickin anyone. Hell there is probably one issued to Name:ANYONE

Even if there is a precedent saying it is covered by full faith and credit, full faith and credit can be limited by congress in the same clause.

I'd go with billing Newsom directly. No, not money stolen from taxpayers. Target property, and when he doesn't have any more - organs for seizure. Liquidate and sell at below inflated market price to American buyers outside california - then put those properties outside californian jurisdiction, (castle laws and all) to provide settlements for the victims along with an additional 40% tariff to pay off the national debt.

Newsom has no organs? Start targeting people in his government. That'll make people quit working for him in a hurry.

The companies that hire these fraudulent CDL holders also need to be fined in the millions and billions as well. The message should be clear - hire these lowlifes and illegals and your "profit" is forfeit.

Oh and start making people from CDLs made in california take another secure, shitskin-proofed CDL test. Failure means 30 years in a work camp pushing the Wheel of Pain on a power plant. That'll make 'em rethink the value of a Didn't Earn It CDL.

EDIT: ALSO charge india for it. 20 kilos of 24 karat gold per death caused by jeet, to be delivered within 24 hours of notice, or else randomly start bombing their cities.

All out of state traffic fatalities or just CDLs? Because the latter doesn't work.

Year 1: California CDL's banned
Year 2: Very few from CA, some other state gets banned
Year 3: Either it toggles back to allowing CA, or now you have two states banned

Either you go back and forth between CA and Other or you eventually ban all states.

I meant all, not just CDLs, but only CDLs affected by the move, but I would expect toggling anyway because most of that is likely CDLs by nature of them putting on the majority of out of state mileage, and that is all right, gives them a bit of amnesty and makes it so other bad actor states get some punishment for lax standards. Even in suburb states like New Jersey, most non-CDLs probably only drive 10 out of state miles per day, just the length of Manhattan or so. A trucker puts on hundreds per day.

It would be an inconvenience for the truckers in the state it switched to, but they among the few can home-base pretty much anywhere they can pass the test in, which is why California has become such a magnet for CDLs despite its high cost of living. They basically just need a UPS box there.
