The used car market in American has basically gone bug-fuck insane as a result. Last I checked, I could stand a good chance at selling my current car at or above what I paid for it. That's not normal.
Not to say anything about the program, but I have to point out that used car prices have exploded since 2019 here as well. I was looking for one then, and if I had bought it, I probably could sell it for (about) the same price now.
Vehicle prices ever since then have been rapidly increasing, similarly to houses, at a rate that is almost impossible to sustain. And while people can rent homes forever, they can't with cars, so its going to explode badly quite soon.
I can't quite follow the logical chain from "cash for clunkers" to "making personal vehicles impossible expensive for most people".
