SHINRA Corporation didn't care in the least bit about losing a couple reactors or even a full sector of the city because they had other plans in mind and saw Midgar as a stopgap for something bigger. Near the end of the game, Barret even admits there was nothing right about what he did.
And if we're going by what the shitty remake is doing, which this memer most definitely is because I doubt it's the type to play anything made before 2020, then it's still not doing the argument any favors. In the remake continuity, AVALANCHE are completely ineffectual, and if left to their own devices, would have only committed some minor vandalism on the reactors that SHINRA would have had no issues repairing. All the big explosions that happened were the result of SHINRA blowing the reactors up themselves in tune with AVALANCHE's bombs, and AVALANCHE as a whole is only ever able to operate because various political factions in SHINRA, some in opposition of the others, let them for their own corrupt reasons. Comparing Antifa to Remake!AVALANCHE is tacitly admitting that it's just a tool of the very corrupt politicians they claim they're fighting.

There's a bunch of shit that was missing from the original game as well - looks like someone did a retranslation mod that adheres to the original release Japanese story and not the localized version.
