That's almost the same percentage shared between all the different human races, yet all those races are considered the same human species.
They are the same species because they can produce fertile offspring. The human races better fit into the subspecies category, which granted is something leftist scientists refuse to do.
I think normally they compare protein coding genes, not 'junk DNA' (which isn't really junk but whatever).
