We can say for certain it wasn't an amateur who shot him.
Professionals shoot for center mass and fire more than once. Hollywood style headshots are the purview of amateurs.

Targeting center mass doesn't ensure your target dies. Not even with multiple shots. Piercing your targets neck artery does. Kirk had no chance of surviving that shot. He was as good as dead before he even hit the ground.
But yes it could be that some random guy got supremely lucky. Maybe we'll know more once they catch the shooter. If they catch him.
Yes, one is invariably more lethal than the other.
It's also enormously harder to actually hit at several hundred yards.

A single shot and fleeing like that without the FBI being able to pin that fucker down sounds more like someone who is ex-military or ex-LEO - e.g. most likely white.
Just seems strange there was just one shot. I'd expect a random college student amateur with a hate boner to fire more than once and not have enough self control to realize the first hit was a kill and immediately flee.
I'm of the opinion someone was going for a headshot and wind/ballistic arc pulled the shot down and to the right.
