All that being said, I'll step in for him and offer some measure of actionable solutions even people here should take to heart by telling your wives, daughters, or loved ones:
Never stand or take a seat in front of a jogger. Ever. If there is an empty seat several rows away from them, take that (at least two rows in front if possible, so if they begin to move you have some time to react).
Try to take seats behind them when possible so you can watch their actions. If no seats are available, except for one directly in front, then catch the bus/tram. "But I'll be late!", they'll retort. Better late than dead.
Never let joggers group up behind you (for obvious reasons).
Never walk with a crowd of joggers.
If a group of them enter into the same facility where you're shopping about, get what you need and exit immediately.
Never pass by a loitering jogger directly, if possible, cross the street.
Never stop and engage with them for any reason.
Carry what's permissible to defend yourself (I'll leave it at that).
