It's not that cut&dried though. It says (translated from lawyer-speak) that although the Crown (government) owned the land has the right to sell land to private citizens? The people who owned the land BEFORE the Crown legally bought it from them (through treaties) ALSO have a right to own the land too.
In other words: lawyers will get rich off this for the next 50 years. The Indian Chiefs will get rich off this for the next 50 years. Citizens will get tax-raped forever and the Bands (Tribes) involved will get nothing.
I also read that 52% of land in Richmond is owned by foreigners, mostly Chinese. Not immigrants: people who live in other countries, afaik.
The reason Chinese citizens are so happy to pay DOUBLE (or more) what land and houses in BC are worth? Even though they're staying in China is: this property is immune to China's government's tentacles. The money they got (usually through graft & corruption) is hidden in Canada & they can always move to it if things got bad in China. Of course the longer they stay in China the more chance there is they'll get jailed by the government & lose everything except this land, but that's the gamble they're taking. It can still help their children even if they get jailed & killed.
Doesnt help when the canadian government is turning a blind eye to the money laundering....

You are absolutely right, it will be the rich, the politicians, the lawyers, some chiefs who make bank and the rest will be left wondering where the money all went.

Native tribes #1 enemy is (usually) their own government. #2 is White lawyers telling the Chiefs & sometimes the councils how to get $$$. Usually the Chief (and his family) get 90% of the graft involved. That's after the 80%+ the lawyers rake in.
Two stories from my province:
A tribe fought the corruption and elected a reformist Chief. The Council of Chiefs simply refused to recognize him because he was White despite having full Status. They simply appointed the corrupt Chief and the gov't & courts said "That's fine!" They also did this to a female who was elected too.
A tribal alcohol rehabilitation program had a HUGE % of it's money siphoned off over 10-15 years. Trips to Las Vegas (a favorite! SO many tribal councils hold meetings in Vegas! It isn't even funny anymore) sea cruises for management, staff, their family & friends. Plus outright theft.
When they ran out of money and demanded more, people wondered how a (I forget the exact numbers) $3 million-a-year facility could burn through over $5M in funding every year for over a decade. An audit was done, corruption found and those who found it called "racist". But at least most of them got fired and 2-3 landed in jail :/ iirc.

I might be a bit biased as I STILL can't forgive Canada for mass killing A LOT of the native's sled dogs to stop them being nomadic..that's ironically worse in my opinion than their additions to the Geneva checklist.
