In addition to that BLM succeeded in also defunding training programs, lowering compensation, and requiring hiring quotas for locals. This means that they are hiring people who really wouldn't normally qualify, can't pay to attract good talent, and also are hiring people who come from really bad communities.
There was famously a police brutality case where 5 black cops beat the hell out of a suspect who was also black. It was the Tyre Nichols case. Basically they were hired from within the 'urban' community and they talked like it. No professionalism at all. The issue is that it's police brutality in most of white America, but the way they beat him would have been pretty standard in the ghetto... but that's unfortunately the point, which is why you can't always hire from the local community.
Also keep in mind that they deliberately select against intelligence for police. If they deem that you are too smart for the position they will not hire you.

In reality, everyone actually selects against that level of intelligence at menial jobs, because people with that level of intellect will ignore the job to do what they want.

A police force is basically required in every incorporated town (or at least a sheriff's office big enough to consider them "covered"), and they usually pull every one of those forces from the local population because that's what's available.
A random rural town is gonna have simple white trash police officers because they are the ones "big enough" to manhandle whatever needs doing. An urban sprawl is gonna need the most no shits taken hardass possible to not get pushed around by the alleycrawlers that live there, and that usually also means someone willing to shoot first.
This of course gets worse when you end up needing to pull nothing but basically Illegal Mexicans because that's what the whole town is and if you don't speak Spanish you are fucked. Which is likely what happened in this video.
Its one of those "no good solution" problems, because the cops are almost always a reflection of the community itself. We have nigger problems, so we have cops who adapt to niggers and become monsters to everyone else, and so on for many of the various ailments of our society.
I actually think your missing the issue. The small towns are usually okay so long as the town isn't owned by a specific company or family. The local cops are probably never going to abuse people. The problem tends to be the bigger city cops or the alternative local cops (township, county, sheriff, locality) which don't have the monitoring of the bigger city cops, which end up being dudes looking for fights.
The rural cops in white trash towns basically know exactly who they are dealing with and are on a first name basis with the criminals doing the complaining.
You're not wrong about what is effectively demographic replacement in the police along with the cops. You import Mexican cops, don't be surprised when they start acting like Mexican cops.

If someone at your mom's church complains about you abusing your position, you'll probably stop.

And since its small time, it also means they can't recuse themselves because of it because there are only 2 total cops on duty when something happens. That's where you get the kind of situations where cops go "someone was robbed, go find the local Turkish guy and arrest him" (real example of my dad's buddy Hasan).
Small towns are usually okay because the local populace wouldn't have much crime to begin with, for all the standard reasons why small towns are good.

Bigger city cops usually end up as violent as they are because bigger cities themselves are that violent. Which leaves all the more reasonable community members who need normal policing instead of Chiraq level stuck with the biggest Grug caveman around.
