No it's definitely real. Garak comes off like a genuine sexual predator in his first few appearances. He was actually trying to play him as a flaming homo, which he evidently saw as monsters, and he still thought it was a good thing.

I never saw it but growing up I rarely saw anything gay related and my only exposure to lgbt was knowing it existed. Personally never saw them as anything but friends. Haven’t heard his interviews like you have but no surprise he would say this.
