There is no helping those who do not help themselves.
I worked with people who helped supervize isolated town's water treatment infrastructure.
If those were (feather) Indian reservations staffed by non-Whites, for entire months the staff would not show up to work.
Heck even with blacks in charge and whites doing all the planning and Mexicans doing all the work it goes really poorly a lot.
Reservations are rural ghettos. I feel safer in Baltimore.
