He was outright saying he would still be running a freaking DAY before the very suspicious announcement that he was dropping came out. He definitely had no idea what the hell was going on.
He wasn't fully competent for years. I'd be willing to say in 2019 he was at least partially there still, but maybe 30-50%. Not enough to let him out on the campaign, that's for sure. By 2024 he's at 5% at best.
