He wasn't fully competent for years. I'd be willing to say in 2019 he was at least partially there still, but maybe 30-50%. Not enough to let him out on the campaign, that's for sure. By 2024 he's at 5% at best.
There's a reason he hardly made an appearance at all during his 2020 campaign.
It's just a question of how long from conspiracy "theory" to conspiracy fact. The normal timeline is about 6 months to a year.
