Evolution takes thousands of years in a species as long lived as ours. Blacks have only escaped Africa for a few centuries at most, and a lot of that they weren't interbreeding to help any forward evolution.
The only way to think they aren't the same everywhere is to believe culture/society is stronger than nature itself. Which is the sign of a fool.
Evolution makes quick-changing 'control knobs' because it takes way too long to adapt from just random mutations.
One of these clearly is MAO-A that controls how much of certain neurotransmitters you have. Blacks have the most-violent variation at ~5%, whites ~0.1% and Asians at basically zero. Its correlation to violence/impulsiveness has held up over and over in studies. The various animal studies where they breed behaviors in a few generations also proves there are these 'control knobs'.
Uncivilized behavior could be bred out in just one or two generations, so for it to still be around is because it's being rewarded. Our Western societies are soft and easily taken advantage of, so the blacks' control knob has settled on a level that's sustainable - the violent 'control knob' setting can easily reproduce by rape and promiscuity, but is tampered down by prison and being murdered young.
Ironically we'd have to be uncivilized to civilize those people.
tl;dr it's our tolerance for black behavior that makes them stay people that we have to tolerate.
Hanging criminals by the neck until dead is civilized behavior. Change my mind.
A while ago there was a story about an startup using AI to analyze chest xrays and they discovered that it could identify the race of the patient by the xray. They have different skeletons. If you're experienced with watching chimpout vids you can identify them by the way they move.
We knew they have different skeletons from skull shape alone, that's something we figured out over a century ago. Though its interesting it includes even the chest, though that's unsurprising given how "default" being large is for blacks.
Evolution also requires a lot of death, something we as a society refuse to allow by showering them with welfare and aid.
