Fast forward to today with the AI bubble: Nvidia is now the third-most valuable company on the planet, while Intel is in the toilet.
This will just get them to offload it to their friends and families. Unless they start getting locked up with significant punishments then they will skirt the rules in every way possible.
Better option is to make the tracker more effective and require all politician stock trades to be reported publicly as they happen by the broker or in advance if thats not technically feasible.
