Notably the local production's actors will be Japanese even if the character is canonically White, because the production is done in Japan and it wouldn't make sense to cast some foreign actor who can barely speak Japanese and nobody recognizes in a movie you're making to make money.
This sometimes causes issues on the other side of the coin. Attack on Titan is mean to be 99.99% white europeans/caucasians with a literal sole half asian girl in the cast for reasons of plot. However being homemade everyone was Japanese. Not that I think it lasted long enough for that plotline to actually manifest.
lol, they didn't even follow the original plot of the manga if you're talking about the live action movies. it was a horrible adaptation

I mean... blame Japan's stupid anime art style and making them look as non Asian (or even human for that matter) as possible? Not all of it is like that of course, but a great deal of it is. Be careful what you ask for, because if you want actual real world representation of the big eye abominations you're gonna have to get real freaks of nature. Some serious down syndrome looking motherfuckers.
edit: I still stand by my statement, but I now realize there was a third hidden image of a straight up man playing the character I guess. Yeah. Ok. They did indeed go full retard.
the main problem is the character is supposed to be physically and behaviorally immature for her age, and a bit tomboyish and slightly androgynous.
at best the netflix actor is a very masculine featured woman.
