Lets be entirely honest here, it goes even longer than Biden. He was just the haymaker that ended the fight. After all, when all three of the major European fighters currently in production (Eurofighter, Gripen, Rafale) cost more than planes that are an entire generation newer than them (F-35), is it any wonder that nations that actually understand the world and who the actual power is ignore them (see: Poland throwing down big money to get their own custom F-35 variant they dubbed the Hussar, a move usually only done by Israel in the past).

The government doesn't make guns, it allows private companies to make guns hopefully within spec, and pays by contract. Even then, the modern US military allows for a branches and commands to pick their own guns. (Gone are the days where all US military pistols are the M9)
The F-35's value is no only in it's "is a 5th gen fighter", but in it's customizability and ability to be mass produced, driving down the cost of the fighter over time, because it's an industrially produced weapon system.

True story is Trump wanted a 25% tariff in response to some very large tariffs from Canada, but it was couched in wanting more border security promises. Canada pulled faces and upped their already high tariff by 25% more, so Trump said "fine, 50%", then Canada threatened to cut off New York's electricity, which Trump called a national security threat, so they backed down on that one. And now Canada is all mad that Trump is getting tons of big business deals, sometimes at the cost of their own.
Meanwhile, the state-funded propaganda machine is feeding hate to Canadians every night. While I don't think the USA thinks much about Canada at all, except as a place to bring up when you're mad at the USA because you ain't going to Mexico when you're fed up.
Most people I know think of Canadians as almost Americans who say Eh and are polite. That's about it.
