It's literally a modern proverb: 能骗就骗 ("If you can cheat, then cheat.") Another is 天高皇帝遠 ("Heaven is high and the emperor is far away"), which is understood as "Do whatever you must to get ahead." China is still very much a lawless land, and you really have no rights as a foreigner. An Australian wrestled a local Chinese man who stole his phone and was sentenced to 3 years; the thief walked free. China doesn't know anything but corruption!
Now as a would be foreigner, knowing this, I am going to now go to China and complain how I am a victim of the evil Chinese regime as if I was forced to go there, it's like the faggots who to to Japan and complain about muh racism and xenophobia as if you're entitled to something in a foreign country you have no ties to.
Here's the difference: China actively recruits these teachers from abroad. They're invited to go to China and teach. Still, they really should research the legal/ political situation, but I don't blame them for assuming they wouldn't be scammed. By now you have lots of info about how cheap Chinese are in general. This big youtuber Serpentza uploads a lot of content about China's worse aspects and you had relatively well-known 4chan copypasta going around. I have no sympathy for westerners still trying to paint China as some great country.

Unpaid workers are setting factories on fire all over the country, and then there's all the factories that are leaving for India and other Asian countries. It's the recruiters (And who they employ) who are mostly at fault. Scams at both ends.
Qualified people who are integral would have everything dealt with properly prior to getting on the plane, as would their employers.
