Past tense actually, importantly.

It's about what once was, i.e. what happened in Paris in the past...in this case Paris itself as a concept applies.

Amazing and sad that "we'll always have Paris" can now be applied to Paris itself.

This is a perfect cultural event because it shows who watched the one hour presser and who watched a five minute clip of it. that's what I mean by being interpreted multiple ways. one of the limitations of text-based communication is certain things can be interpreted multiple ways, and without non-verbal cues, it isn't always clear what the intent is.
