I've noticed with Asian game design with characters it's either tits and/or ass within a feminine figure. For a while it looks like ass was winning as it's a LOT easier to feature a great ass even during gameplay than tits, think of Stellar Blade, Nier Automata or Nikke.
Azur Lane caters to all tastes. Tits, ass, legs. Even feet, if you're into the really degenerate shit.
To put this into perspective, one of the character designs for Kashino got the attention of twitter briefly due to being a cowgirl, and all that implies. It's great.

I really want to actually know why the hood is like that now it just seems odd to have this one character in the sea of anime boobs and ass that isn't showing them

Maybe but my bet is because the "proper lady" type is its own design trope with its own fans. In stuff like gacha that lives or dies by its enormous roster, there's deliberately always something for everyone. You're going to have minimum one of ever *dere type, you're going to have one of every sock/stocking length, you're going to have the a range from unapproachable noblewoman to thirsty slut, loli to milf, the whole gamut of washboard to "how is she not falling over?" and every personality quirk you can think of.
That's just the way these kind of franchises are. A waifu for every taste.
