the 1% is the HMS hood who from what I have seen is not overly sexualised in the official artworks (there is the obligatory swimsuit skin) and appears to be treated with some level of respect (the hood was a bit of a figurehead for the royal navy and the loss of the hood was a bit of a blow for morale)
I really want to actually know why the hood is like that now it just seems odd to have this one character in the sea of anime boobs and ass that isn't showing them
Could be the HMS Hood is, for lack of better term, the token 'safe character', like people who enjoy the game it's safe to have her on screen on a commute play session than some of the others.
Maybe but my bet is because the "proper lady" type is its own design trope with its own fans. In stuff like gacha that lives or dies by its enormous roster, there's deliberately always something for everyone. You're going to have minimum one of ever *dere type, you're going to have one of every sock/stocking length, you're going to have the a range from unapproachable noblewoman to thirsty slut, loli to milf, the whole gamut of washboard to "how is she not falling over?" and every personality quirk you can think of.
That's just the way these kind of franchises are. A waifu for every taste.
