As you can guess, this is dangerous as it can heal incorrectly and the result is more prone to fractures. ( Need I say, it's also extremely painful. )
If you consider the total advantages of being taller, it might be worth it. Which doesn't mean that everyone would want to take the risk. but some people would.
I've heard some men have gone so far as to have surgery to install longer shins.
