Its one of those neat little statistics tricks, where you leave out the most important context to just use the "raw numbers" to seem like you are being impartial but in reality denying the listeners the truth.
this is just like the "gender pay gap for the same job" myth. while it is technically true that there is a disparity in pay between men and women, due almost entirely to the choices men and women make and the career paths that men and women are drawn to, woman in fact are not paid less for the same job as men.
Was interesting when Google had to do an internal audit to tackle the gender pay gap and they ended up having to raise the pay of their male employees.

It should be true, because there's a minimum IQ threshold for the idea of rehabilitation to even be possible, but it isn't.
