Honestly, I think incompetence is certainly a possibility with the regime, but that level of maliciousness, and this push for war, seems like it could be intentional.
Our government and staff are full to the brim with foreign spies and sympathizers. This could have been someone like Iran, China, or even Israel. Imagine if American Special Forces were hunted down in Israel by either Hamas or "Hamas."

God, we need to purge our government of so many people; all the politicians, all the staff, all the spies (Chinese, Iranian, Israeli, and so many more), all the foreigners, all the duel-citizens, all the communists, all the diversity hires, and all the genuine incompetents. It's a long, long list, and we basically have to just start over. Sadly, that's extremely unlikely to occur, as no one is at that level of based yet.
Now we could go conspiracy route in planning a false flag by doing them...but that implies intelligence at work.
I think the entire Biden administration is so stupid that even the deep state is weighing up if their puppets are too dangerous to be in their positions because it's like having a downs syndrome person in charge of a nuclear reactor.
