You don't need a "directed energy weapon" to start a forest fire. Using it for something so simple would be a huge risk if you're trying to keep it a huge secret.
Especially when the government in charge of that area has been getting told for years that their abysmal forest management practices would lead to a wildfire. Even now they are going "Hey, this fire is burning in literally the exact places and exact orders we said it would like 5 years ago."

What you’re seeing is a sort of astroturfing campaign pushing an obviously stupid conspiracy theory in order to destroy, by association, every other “alternative” explanation for the fires. The elites have decreed climate change to be the sole driver of every negative event, so every other theory must be exiled to the “crazy conspiracy ghetto” (where it is summarily dismissed alongside “muh space lasers”).
The goal is to prevent people from seriously discussing ecoterrorism (arson) as the likely cause of these wildfires.

The military basically owns Hawaii. Oahu has so many bases, and secret areas it is easy to figure out how Spam Musubi was created. Then you have the hippies who moved there because of all the crazy stories told by marketing teams. They are common with people with 5 dads, 3 moms, and unknown amounts of brothers and sisters. These two are constantly at each other's throats. Sometimes they even get married. This is pretty standard stuff.
The locals deal with them, even sing songs based on them. Look up Don Ho for my favorites like Who is the Lolo Who Stole My Pacalolo. My biggest problem with any of it is the demand that locals be poor to keep with the standards kept by the military and marketing people. This is why the state is one giant welfare state. You can't have a good job outside of tourism or the military. A tech company like SEGA could start there, but not stay there, which it did. Seriously look it up, they used to be called Service Games. The Tetris company is still there. It's hard to have nice things because tourist places have to be really nice, and local places have to be really poor.
Does the military have weapons like that in Hawaii? Probably. Would they use it to start a fire in a poor neighborhood where the crazy lolos at? I bet they wish they could. Did it? Nah, but I wouldn't put it past all kine to do stuff.

It rained a bit more in North Shore Oahu where I lived, but yeah, the rain was clockwork.
At Hawaii Kai where a friend lived, we had to fight a grass fire because that are was a desert. It even had cacti.

Weird thing (and I want to be clear I'm not giving the crazy person in OP's link credence), but there is a lot of weird stuff going on in Hawaii.
That was also where that laser thing came from, that people freaked out about earlier in the year.
Since they're pretty remote, those islands probably have all sorts of odd weather and other testing stations kicking around.
