This is one of those examples of democracy simply not working. Voters just mindlessly re-elect incumbents well past the point of them being able to actually do the job.
So why do they go along with all the horrible ones and elect people who will ensure there's plenty of change but only ever bad?
(Asked and answered: because they don't think beyond the surface on these matters.)
You really see this at the municipal level as well even without party affiliation.
The only time the composition of city council changes is whenever a councilor opts not to run again.

The same assholes who do this get all offended over the idea of term limits, which would be common sense if this country had any sanity left.
