This is something the right wingers frequently underestimate, normies are terrified of change and deep down a lot of people are generally. So they would rather maintain the status quo as bad as it is instead of try something new and are completely paralysed with indecision. A great environment for this being the two party system where both parties have been heavily infiltrated by the WEF.
Even though the threat of voter fraud is real, the threat of voter apathy and peoples' refusal to change is worse. This is why for example in the UK I honestly believe people come next election are just going to switch to Labour in spite of their chest thumping the last time round when tons of people voted Conservative.

So why do they go along with all the horrible ones and elect people who will ensure there's plenty of change but only ever bad?

You really see this at the municipal level as well even without party affiliation.
The only time the composition of city council changes is whenever a councilor opts not to run again.
