Are you sure that's an out-group identification? My impression was the old timers were fully in on Colored. At the time when it was a popular term to use at all.
It is the euphemism treadmill, but more politically charged. "People of color" replaced "coloreds/colored people" which replaced something else before it, and I would argue that the lefty in-group of now use "people of color" as a way to show their allegiance while the old timers use "colored people" as it is what they knew was acceptable in polite company or a general term for non-whites.
Eventually, PoC will be seen as what the out of touch/elderly/racists use with whatever new term being a way to show how up to date and (insert new slang term for woke) those who use it are.

Not that long ago the country was 90% white and most of the rest were black. And then "colored" is démodé. So when the word was actually in use, the vast majority of "colored" were black. Also, it was to explicitly include mixed race people.
