Pre-Musk I don't believe there was anything other than a "plz signup" popup for reading tweets. It was limited to seeing who accounts were following, liking & their media posts.
This is complete blocking- Musk started doing it with searches a few weeks ago and now it's everything.
It's now completely borked. Whatever caches were in place with those instances are now outdated and they can't access Twitter data.
And setting up burner accounts to get around this won't work in the long term either as Elon's whole point of buying Twitter was to get rid of bots and these burner accounts. Being a burner account is now a violation of ToS and they will demand a verified phone number or just close your account.
I would also be very skeptical of the term "temporary".
You're right, it's been borked. It was working just hours ago but now no access without logging in. The USA.
They've been doing that for years. Every now and then they try to force you to login to see tweets/comments/etc.
In the past you could just hit the X on the login dialog to get to the tweet. Tested it in a private window and that doesn't appear to work anymore.

Use an instance of nitter if you want to view twitter.
Nitter is somewhat borked- you can't see "tweets & replies" just tweets and they no longer get around the "18+ you must be logged in to view"

NEWS: Twitter's web version no longer allows users to browse without logging in. All urls redirect to the signup page.
This is believed to be a measure to make it harder for scrapers to take Twitter's data, like ChatGPT's web browsing plugin has been doing.
I have the same problem, but the Wayback Machine doesn't.

Apparently there's some partnership thing in the works, and Apple posted an apple tv episode on twitter.
So I think it's some kind of apple announcement that redirects if you're not logged in because twitter code is so messed up. Probably not intentional.

I am in Europe and I can't view twitter links because I do not have an account.
