They fear revolt from within thanks to the idiocy of national governments letting people in who's loyalty is to their home state and religion, plus riling up the natives that aren't cucked.

The external forces are avoiding a direct confrontation because:

  1. The cost of doing so
  2. More effective to wait, the 'stability' of NATO is thin at best.
