It may not have been literally omnipresent like it is today, but academia has been infected since at least the early 90s.

Early 90s were the peak of the previous political correctness craze. It's just that mainstream institutions weren't as completely overrun as they are today, so dissent was still possible, and eventually it won, if only temporarily. The movie PCU is from, what, 1994?
You might find "Slouching towards Gomorrah" by Robert Bork (yes, him!) interesting. He shows how this all started in the 60s on-campus. It's all so tiresome.
Yes it was and it was already assumed then. Conservative students were discouraged from attending California schools.unless they knew what they were getting into.
