I would say that's idiotic, but then I remember the CIA exist so this has a 70% chance of actually happening..
I still recall Glenn Beck (ardent supporter of Israel) on the radio pointing out that we needed to go to war with Iraq and Afghanistan and set up bases in those countries to surround and cut off the head of the snake: Iran - because they are the true danger to Israel and the actual target for regime change.
Supposedly the CIA were in Afghanistan meeting with Taliban leaders right before the US withdrawal date and struck a deal with them. (not the earlier agreement of a truce negotiated by Trump) There were also rumors that the unbelievably mishandled "retreat" was actually an intentional handover of the government and our military hardware to the Taliban.
I would not be surprised if after 20 years of no progress, the powers that be (CIA/Mossad) decided the weak western-backed forces were hopeless and that we would be better off using the only serious fighters in the region - the Taliban holdouts - for our ultimate goal vs. Iran.
On the one hand, that does sound like the kind of plot the CIA and Mossad would do.
On the other is two points:
The level of competence required to do all this whilst seeming incompetent
That this will inevitably backfire and we might have a worse 9/11 as a result.
I mean, didn't a huge shipment of a raw ingredient for fertiliser that is EXTREMELY volatile and could be used for explosives recently go missing from a train in the US...

I'm 85% sold on the idea they were so focused on getting a bigger budget than the FBI that they focused on inter department bullshit politics and massively took their eye off the ball that they allowed it to happen.
If it happened, it would be the 2nd time.
Anything to keep Israel safe
That's the next dozen or so 9/11 attacks paid for.
