The first law is that a robot shall not harm a human, or by inaction allow a human to come to harm.

What's it going to do? Calculate someone is going to an hero then call the local emergency services?

Even if the bot can correctly locate who it is talking to then it needs to convince the EMTs on the other side the call is legit. If there's a captcha involved at any point then good night sweet prince. Then it needs the EMTs to be able to save the suicidal sod.

According to Canada, at least, suicide is considered healthcare and life improvement, not harm. They even call it "MAID", as if they're tidying up a mess is all. So for Canadian bots, this does not break Asimov's three laws.

American bots, it'll be a half-dozen years until they "catch up" with Canadian policies.

the machine would have to understand that at times speech can be harmful or else how would it avoid making harmful speech (such as making a panic-inspiring announcement)?
