Even in their peak, there were a ton of arcades that refused to maintain any of the machines beyond making sure your quarter wouldn't be rejected. Broken controls, rigged cranes, blown out speakers, broken lamps, non-level pinball, screens with burn-in, screens with major geometry issues, coin mechs that refuse to coin-up.
From the giant faceless corporation looking to screw people to the lazy local guy trying to do as little work as possible to screw people, the size and structure of the backing organization is the least important aspect of making something good.
People wonder why it's so hard to find arcade cabinets in good shape nowadays and seem to blame kids for breaking them instead of the arcade owners for not maintaining them properly.
