If that's true, I'd actually be more worried because it really means that the FBI is operating entirely independently of the White House. I don't necessarily believe the biden Regime when they say that, but if it's true, then they really aren't in control of very much.
The FBI and CIA have never operated under the orders of the Whitehouse. They certainly didnt during the Trump admin.
I think the FBI typically does, post-Hoover.

Correct, this is why Obama, Biden, and Rice were personally involved in the unmasking decision re: Trump in 2016.
The FBI properly reports to the President, unless I misunderstand the Federal government. Any intentional separation would be a show to avoid the appearance of conflict of interest. And they may use some of that, when investing the President's enemies, however there is nothing to stop the President from ordering around the FBI should he want to.
When something is this important, I'd bet the President is involved. Like I say they may create some information barriers / plausible deniability to give the impression the FBI is acting of its own accord. And thus formally the office of the President may not actually know the hour when the FBI is knocking on a door, however you can bet they are exercising control. Not so much Biden himself, obviously, as he doesn't know where he is unless they tell him.

I highly doubt it to, it's just funny to me because saying that you didn't know is actually worse, and makes it look like the FBI is a rouge agency.

No on both accounts. Israel has always done whatever it felt like doing, normally in defiance of what the White House wants, despite military aid and supplies being incredibly valuable to Israel. Israel can't tell the US what to do, so it just does what it wants and hopes that lobbyist organizations in the US can pressure congress and the white house afterwards.
But what about the international Jewish conspiracy to run the world, the Rothschilds and all that? Surely they have agents at the highest levels of government!
If people were honest, they'd actually look at the internal conflict within jewish populations in Israel contrasted with the US & Europe. This is best described by the religious divide. Despite all the rhetoric about judaism being at the core Leftism, it is religious jews that are the most based, and most anti-Leftist. This is because Leftist jews wear judaism as a skinsuit, just like they do with everything else.
