I would question every bit of it--camps, shipping, factory closures, all. If there's a bunch of data points that you're trying to fit into a frame and they just won't, I think the most parsimonious answer is that these pieces don't fit together because they don't go together. Somebody's giving you the pieces and telling you to find a way to make them fit.
