I have X-wing Alliance for mod purposes to play, but no joystick, yet. That's my next purchase. It requires one to work properly, so I figured why not get more games I can play this way. Seeing that steam prevents you from using some games without their bullshit, I wanted some they don't hold your dick hostage to play.

I believe Tales of Maj'Eyal does. If not, you could just download it for free from their website instead, though. Top-down grid-based turn-based rogue-like RPG. Difficulty (selectable) ranges from "joke" to "going in dry" so depending on your skill level you've got options.

Although it's better to give GOG (https://www.gog.com) your money than steam. With GOG you own your games and get an offline DRM-Free installer (and stand-alone updates/patches).

People will use all sorts of relative privation excuses to continue using something worse, even when a less worse option exists.
Have you tried Rimworld? It's a space colony simulator with an end game (if you want to work towards it). You don't even need a joystick because it works great with just a keyboard and mouse. They're charging $35 for it so I don't know if that meets your criteria for being cheap but it's absolutely worth it. A little googling reveals that you can run it without Steam, although I'm not sure if it's just a matter of removing it from the Steam folder.
Thank you. I love scifi games. My first was a PS1 space war game where you had to control a fighter and build up the ship. I couldn't even play it for more than a few minutes before it hurt my hands.

Fuuuuuuuckiiing A! I got RimWorld some three years ago, after waiting a long time for it to go on sale (spoilers: it rarely goes on sale, and when it does it's a 15% discount at most). Even though it's not exactly cheap (for a simple 2D top down game), it's still one of the gaming purchases I've made.
Vanilla is cool, but kind of repetitive. But the mods.... Aaaah THE MODS! It seems like making mods for it isn't too difficult, so the modding community is extremely active, and the selection is HUGE. I pretty much only make theme specific RP playthroughs (right now I'm playing as group of 18th century British marines from captain Cook's first voyage that somehow got teleported to a medieval Rimworld). RimWorld with mods is like many games in one. I've created Soviet gulags in the taiga, west African style Portuguese slave fortresses, nomadic Mongol like tribals who lived on their horses, an Eskimo settlement on the ice, a south American narco stronghold... I could go on all day. Just get the game if you like the genre, because you ain't gonna find better.
Any of the Trackmania games. Extremely simple controls but extremely difficult to master. Lot of world-class players play with keyboard.
I always loved the racing games, never could get shit done when going around turns because the controls.
If you like sci-fi and can use keyboard and mouse, I'd recommend Starsector. It's 15 bucks and not on steam. If you look up Ssethszeench's review on it towards the end he put up his own key for the game, which still works. I tried ot for free and loved it so much I bought a key.
I'd recommend Starsector too, it's like almost like Mound & Blade but with space ships. Also sseth is Jewish.

I don’t really know your definition of cheap but if we’re talking the 10-15$ range I have a couple recommendations.
Infernax is one I’ve been having a lot of fun with, it’s a love letter to a lot of nes era games, Castlevania 2: Simon’s Quest in particular. It’s a lot of fun, has a lot of endings and secrets and replayability.
Odallus:The Dark Call is another one.
If you like fps and rpgs and shit I could probably dig up a few more.
That's about the range. I'm not looking to spend more than $20 on something I may not be able to play.
I recommend Vampire Survivors & 20 Minutes Till Dawn. Both are $3, on Steam, and you can probably remove the Steam folder and have them just work. Usable with joystick too.
They are both roguelike games, with a progression system.
