After writing that, and reading a bit about it, apparently it will take a few months until the transaction is fully complete, and the board fully accepts the money. From what I understood, if Twitter fails to take his money, they will owe Elon US$1 Billion. And since the company is broke and losing money, they will be fucked if they screw this up.
And you are right, I also doubt he will be able to fix it all. But the way Twitter is, at least a 5% attempt at moving in the right direction is a positive outcome in my book.
