You don't get arrested for refusing a breathalyzer. Your car will be impounded and you'll lose your driver's license.
And in what scenario would you be arrested for refusing a drug test? Who's even testing you and why?

Wait until you see what it costs to get court records. Records which have to be maintained by law whose archives are obstensively also funded by our taxes.
