Is he even trying to pass as a girl? He looks nothing like one. I have a theory that they want to look as obviously trans in order to enhance their attention seeking and privilege. The time when trans put effort in to looking like the opposite sex may be gone. And this is a good thing.

If I saw either of them on the street, and was forced to ID them to cops or something, I'd probably describe them as looking pretty white. Like, maybe eighth at most east-asian and the rest white. White enough to easily earn that Social Justice "white-passing" privilege, at the very least.
