Yes he wants all the companies run by his buddies to mandate them. So basically all publicly traded companies. Then if you're a small business who doesn't care but you buy insurance from one of these publicly traded companies (which is pretty much everyone) they will require that your business implement them as part of the terms of your business insurance. And since your landlord requires business insurance, if you don't comply you're violating the terms of your lease.
So it's worse than a government mandate, because it's a tangled web of policy by consensus that makes it very difficult to even know where to begin to attack it.
Then when the business fails because they can't attract good workers, Bain Capitol will buy it out.
